The grassroots supervision and technical means cannot keep up; some places have not paid enough attention to food safety, and the implementation of responsibilities has not been in place. The contradiction between safety and development is still prominent. These problems affect the people's sense of gain, happiness, and security, and become obvious shortcomings in building a well-off society in an all-round way and building a modern socialist country in an all-round way.

2. Overall requirements

(1) Guiding ideology. 3. Establish the most rigorous standards

(22) Establish a food safety traceability system. XI. Carry out critical actions for the construction of food safety and security projects

Focusing on outstanding issues that are of general concern to the people, we will carry out the food safety and security project construction tackling action, and spend about 5 years to treat "table pollution" from point to point, and strive to achieve significant results.

(38) Implement special actions for risk assessment and standard setting. Carry out basic work such as food consumption survey, total diet research, and toxicology research to improve the basic database of risk assessment. Strengthen the risk monitoring of food-borne diseases, harmful substances in food, environmental pollutants, food-related products, etc., systematically carry out risk assessment of major hazards in food, and establish health guidance values ​​that are more suitable for Chinese residents. In accordance with the most rigorous requirements and the actual conditions at the current stage, an implementation plan will be formulated to accelerate the complementation and coordination of domestic and foreign food standards to promote national health and equity.

(39) Implement actions to reduce the use of pesticides and veterinary drugs and to clean up the environment of the production area. Carry out the elimination of high-toxicity and high-risk pesticides, and eliminate the existing 10 high-toxicity pesticides in phases and batches within 5 years. The implementation of fertilizer and pesticide reduction and efficiency enhancement actions, aquaculture drug reduction actions, and veterinary antibacterial drug control actions, to curb the problem of excessive pesticide and veterinary drug residues. It is forbidden to use imported large-package infant formula milk powder to be repackaged in the country, and the labeling is standardized. Support the merger and reorganization of infant formula milk powder companies, build its own self-controlled milk source base, and strictly manage dairy cow feed and veterinary drugs. Promote specialized, large-scale, and intelligent production of milk source bases, and improve the quality of raw milk. Give full play to the leading role of key enterprises, increase product research and development efforts, and cultivate high-quality brands. Strive to significantly improve the quality, competitiveness and reputation of domestic infant formula milk powder within 3 years.

(41) Implement campus food safety guarding actions. Strictly implement the responsibility system of school food safety principals (park principals) to ensure school food safety and prevent mass food-borne disease incidents. Fully promote the "bright kitchen and bright stove", implement open bidding for bulk food, centralized and designated purchases, establish a meal system for school-related responsible persons, and encourage parents to participate in supervision. Full coverage supervision and inspection shall be implemented for school canteens, student group meal delivery units, catering stores and food sales units around campuses. (42) Implement rural counterfeit and shoddy food control actions. 12. Strengthen organizational leadership

(48) Implement the same responsibilities of the party and government. Local party committees and governments at all levels should take food safety as a major political task. Implement the "Regulations on the Food Safety Responsibility System for Local Party and Government Leaders", clarify that the main leaders of the party committee and government are the first responsible persons, consciously perform organizational leadership and supervise the implementation of food safety territorial management responsibilities, and ensure that no major food safety incidents occur. Units and individuals that have made outstanding contributions to food safety work will be commended and rewarded in accordance with relevant state regulations, and the majority of supervisory cadres will be encouraged to start businesses and make contributions for the party and the people.

(51) Strengthen organization and implementation. Relevant departments in all regions should carefully study and formulate specific measures based on the reform tasks and work requirements put forward in this opinion, and clarify the timetable, road map, and responsible persons to ensure that various reform measures are implemented.
